This roundtable addresses newest developments and perspectives of large scale solar thermal plants integrated into district and block heating systems. Referring to realized projects in the forerunner countries, the technical state of the art, market opportunities and the political framework are presented in three key note presentations. The contributions result from the ‘Solar District Heating in Europe’ project (www.solar-district-heating.eu) in which five national district heating associations and Euroheat&Power cooperate with experts of the solar thermal field since 2009.

IEA/DHC+ Joint Roundtable 2: Best practice in DHC legislation – a global perspective
Moderator: Robin Wiltshire, BRE and President of IEA Implementing Agreement on DHC

This roundtable specifically addresses policymakers and aims at discussing the results of two projects – the ecoheat4eu project run under the Intelligent Energy for Europe Programme (covering EU countries), and the xxx project run under the IEA Implementing Agreement (covering non-EU countries)

The Ecoheat4eu project aims to support the creation of a well-balanced and effective legislative mechanism to foster the development of modern district heating and cooling throughout Europe, and more specifically, in the fourteen countries targeted by the project.

Roundtable 3: Ecoheat4cities: Acceptance by labelling

The ecoheat4cities project promotes the acceptance of DHC by customers through the establishment of a voluntary green energy (heating and cooling) labelling scheme. The Label scheme will be designed to encourage DHC companies to market the performance of their products from a primary resource perspective.

The Policies & Barriers for DHC project addresses similar issues for countries across the globe including China, Russia, USA, Canada and selected European countries outside the EU. Run under the IEA DHC Implementing Agreement, the focus is on key institutional barriers and best practices for sustainable development of DHC.

The session concludes with the Fundamental Benefits of DHC which focuses on the case for DHC as a key element in energy policy, based on primary energy and carbon reduction, energy source flexibility and local economic development benefits
